Lots of different abbreviations are commonly used in Guild Wars, and if you're not familiar with them then chat can be very confusing! Hopefully this list will contain any that you're likely to encounter - if you see something missing from the list, post on this thread and I'll add it.
15^50: Weapon upgrade adding 15% damage when health is over 50%.
15w/e: Weapon upgrade adding 15% damage while you are enchanted.
20/20: Weapon with a perfect halves skill recharge (20% HSR) and halves casting time upgrades (20% HCT) for the same attribute.
40/20/20: Staff with two 20% HCT upgrades, a 20% HSR (this is inherent to all max staves), and a 20% enchanting upgrade.
40/40: Wand and focus each with 20% HCT and 20% HSR upgrades.
4H = The Four Horsemen
AB = Alliance Battles
AC = alliance chat (or occasionally Ascalon City)
ae = American English district
BDS = Bone Dragon Staff
BiP = Blood is Power
Bogs = Bogroot Growths
cc = changing character - i.e. "I'm going to switch to another character now"
CC = Celestial Compass
CoF = Cathedral of Flames
cons = consumables, specifically a set of 1 Grail of Might, 1 Essence of Celerity, and 1 Armor of Salvation

ping = ...can have a few different meanings - it literally means the latency between your GW client and the server, which you can see by mousing over the little circle in the bottom-right of the screen, but if someone asks you to ping, it either means to send them your skill bar or to send a signal flare by clicking on the compass. If you're told to ping a particular skill, hold down Ctrl while using it. If you're told to ping a target, select one, hold down Ctrl and Shift, and press space.
preps = preparations - not the ranger skills, but skills you use in advance of a spike; often enchantments
QZ = Quickening Zephyr (also called C4 in German)
RA = Random Arenas
res = resurrect (used as a verb, NOT referring to the skill Resurrect)
rr = re-roll i.e. logging onto another character (usually does not mean making a new character)
SC = speed clear - if you see something with SC on the end of it, it usually means speed clearing that particular area, e.g. FoWSC means Fissure of Woe Speed Clear
SF = Shadow Form (almost never Searing Flames)
SoO = Shards of Orr
SoS = Signet of Spirits (often refers to a build with this and other spirits)
SQ = Serpent's Quickness
SS = Spiteful Spirit
ST = Soul Twisting (usually refers to a build with this and Shelter)
T1 (or T2, T3, etc...) = specific roles in FoWSC and UWSC are called "terras", and each terra is assigned a number, depending on which job they have to do
